Reduce transparency of top concealment counters. Added a preference to turn on/off #1849

The top concealment counter is now drawn with increased transparency so owner has a better view. A preference was added to turn this feature on and off in the preferencs menu and was set to default true to "force" people to beta test this feature.

Replaces changes made in #1846 closes #1842
