Refresh Decks mis-identifies some decks as deleted #10984

@BrentEaston It's a "second board on map" issue. Only fails in "refresh predefined setups" (refresh of currently running game works fine) -- the second board doesn't get activated properly in the Refresh Predefined Setup version, so the refresher doesn't think any of that exists.

Assigning to you in hope that you might be able to find something to coax it along.
