Privacy of Threads #38

What steps will reproduce the problem?
1. Post a thread in a category set to be viewable only by users
2. log out
3. look at all threads page
4. notice your post is visible

What is the expected output? What do you see instead?
Threads in categories that are user viewable should only be viewable by users. 
Instead all people 
can view these threads

What version of the product are you using? On what operating system?
SVN from Nov. 5th
