Replicate real-world NZZC 'bubble' found west of QN #69

In the real-world Skyline and NZZO AIDC systems, a 'bubble' exists west of QN. See attached image.

NZZO-bubble

This arc is centred on the QN VOR, with a 130.00NM dia. The arc runs through the DADLU and MADOK waypoints, which are oceanic transitions for QN.

Importing the same data from the NZZO profile to the NZZC profile shows a significant overlap, and overall an NZZC that is not per the ANR's co-ordinates.

CTA.xml outlines the controlled airspace, but also draws an outline of NZZC. In my opinion it would be more beneficial to have them as internal lines only, leaving the drawing of the NZZC outline to a single 'master' outline, rather than drawing it multiple times. This will ensure that the NZZC can be easily edited in the future. This could easily be done in the SCT_Boundaries map layer, which is defined in FIR_BOUNDARIES.xml.

This project is being put on hold, as it is a big project.

All evidence suggests that this bubble does not exist on the real-world Skyline program. Closing.
