Enhance toolbar docking - toolbar management #8

The 2.8.x release of wxWidgets has provided the ability to dock and release
toolbars from the parent window.  

This is an enhancement on the interface capability provided with the
initial releases of XaraLX however, the automatic placement of these
toolbars could be improved;

1.  Only display new toolbars within the user visible viewport.
2.  Allow the auto-arrangement / tidy of toolbars

Ah,
many toolbar related issues are painfully apparent on devices with smaller 
screens
such as my eeePC:
 * the toolbars do only show those buttons which are necessary like in svn versions
of inkscape which is good but there is no way to access hidden functions
 * once a toolbar is undocked there is no way to redock them
 * many items currently on the toolbar have no place being there and more smart
handling including merging items and removing superfluous ones based on status 
(e.g
photoshop plugin should disappear if no plugins are installed).
 * more tooltips need to be used on the toolbar to document what some of the obscure
items actually do
 * the items functionality is hidden by the poor quality of the icons - xarino is a
graphics program, it should is to look good and be more usable as a result.

Sorry if I risk turning this into a metabug for interface issues - we can split 
some
out into individual issues later once we have a better idea of how they affect 
each
other.
