Configurable Buddy URL #3

Current version only checks for the original author's buddy.
Other users may have a different buddy.

Buddy URL is now configurable via registry.
HKEY_CURRENT_USER\Software\VataviaMap\BuddyURL
Would still be nice to have a UI to manage buddy system.
