Running VataviaMapDesktop.exe in fresh Win XP install

What steps will reproduce the problem?
1. Use a fresh installation of Win XP
2. Download latest VataviaMapDesktop.exe
3. Run it an it will raise an error

What is the expected output? What do you see instead?
 It should open normally, instead is showing an error 

What version of the product are you using? On what operating system?
 Product version shows: 0.0.0.3
 Windows XP Pro SP2

Please provide any additional information below.
 It might require a VB runtime, an installer might be a good idea.

XP does not have .Net framework installed by default, but most users will 
already
have version 2.0 or later installed. If needed, download from:
