Parallelize vm resource tests #151

This is to address #149

Testing

[x] Verify make testacc is just as consistent as before
[x] Find the right balance of GOMAXPROCS to make the tests as fast as possible

Use 5 processes reduces the test time from 80 minutes to 30 minutes
