If you have a XOA subscription, I would suggest to create a ticket in your customer zone to be treated in priority.
Are you in HTTPS?

Both XOA and the MS site are HTTPS.

This setting must be set to "No" in Azure AD, otherwise XOA behaves like described above:

Context
Expected behavior
Our XOA is only accessible in our internal network. To enable our admins access to XOA from the internet (without VPN), we tried to "publish" it via myapps.microsoft.com (with Azure Active Directory and Enterprise Applications (Application Proxy))
Current behavior
