Update jvm_rules_external and Netty ssl dependencies

What is the goal of this PR?

Update netty dependencies to be able to use OpenSSL.

What are the changes implemented in this PR?

• Updates jvm_rules_external to allow jar resolution based on platform
• Update netty dependencies to resolve a cyclic-dependency bug in the current version
