Upgrade NodeJS dependencies: migrate to rules_js & rules_ts, upgrade gRPC & protobuf

What is the goal of this PR?

We upgrade the dependencies used by client-nodejs and protocol-nodejs.

What are the changes implemented in this PR?

• migrate from now-deprecated rules_nodejs to aspect rules_js;
• migrate from npm @bazel/typescript to rules_ts;
• migrate from stackb rules_proto to rules_proto-grpc (also mandated rules-jvm upgrade from 3.2 to 5.3).
