Remove copyright year from apache license headers

Usage and product changes

To simplify maintanance, we remove the copyright year from the Apache license headers. These aren't (to our best knowledge) actually legally required, since copyright is granted automatically from the moment a work is created (US law).

Implementation

• We remove the copyright year from Apache license headers.
• Remove extra comments before and after the Apache header, to match the use of MPL in other repositories.
• Update dependencies to the latest, which include updated license header checks
