When creating static airport conditions and use seperate departure and arrival ATIS those conditions are set in both ATIS whereas manually entered conditions are set only for the ATIS where the text is entered.
I'm not sure if this is by design but e.g. in EDDF one condition would be that pilots shall report if they cannot accept a tailwind component for runway 18 greater than 10 knots. If I use a static condition for this this information is also shown in the arrival ATIS where it is of no use (18 is a departure only runway).
