Canadian Airports Excluded from International Metar #23

Excludes canadian airpots (starting with C) from being decoded as 'international'. We use a similar ATIS as the FAA.

I accidentally modified build.yml on my fork, I reset it :)

A config option will be added to the next version to force the FAA format.
