Multiple routine Observation Times #128

At least in Germany the German Meteorological Service (Deutscher Wetterdienst (DWD)) publishes the METAR on an half hourly basis.
Would be great to have the option for multiple routine observation times in the Profile Configurations (Formatting -> Observation Time). Otherwise the special condition is always triggered.
