Oceanic SOPs Map. #238

With HWE becoming a domestic sector, the Oceanic/Overview SOPs page sector map has not yet been updated to reflect HWE leaving the YBBB Oceanic Sector.

Considering that this map also should be updated to reflect the issues raised in https://github.com/vatpac-technology/sops/issues/236. When recreating the new diagram, both changes should be considered.
