Adding Peru's TMAs

Description

VATSUR is adding the TMA borders for the Peruvian TMAs as published in the Peruvian AIP. Airports being added are: SPCL, SPHI, SPJC, SPJL, SPME, SPQT, SPQU, SPRU, SPSO, SPST, SPTN, SPTU, SPUR, SPZO. Most of these TMA positions operate with a callsign (City) Tower, since they are controlled from the tower. Exceptions to this are SPJC (Radar) and SPZO (Approach).

Motivation and Context

Initial commit. Shows proper boundaries of the Peruvian TMAs.
