Fixing Peru's TMAs

Description

This PR changes the extensions from .geojson to .json and solves the issue of a duplicate ID between SPUR and SPME.

Motivation and Context

Fixes the issue of information not being pulled into VATSIM Radar as it had the wrong file extensions and the issue between SPUR and SPME IDs and callsigns.
