Adding UKBV FIR

Description

Adding 2 positions like UKBV_APP and UKBB_APP for Kyiv Radar.

Motivation and Context

All Ukraine TRACON TMAs are just circles. It's time to update it and make it visible like it should be. Later will be uploaded other Ukraine FIRs.

How to prove the effect of this PR?

@dirtyformal Could you please tell me, when it will be updated on vatsim radar? We tried it right now, and no changes. So it's could be also because I did something wrong. Can you help me with understanding the problem?

Main airport is UKBB which is Boryspil. But its in Kyiv FIR which have name UKBV FIR.

On vatsim radar it shows like UKBB label. But on VatSpy like UKBV

Should I edit the Boundary name or do something else?

@XShep - It's not pulled straight away. I believe VATSIM-Radar pulls it every hour.
