Add Boundaries/SCT/PSP

This adds boundaries for SCT Springs Sector (PSP_APP).

Description

This change adds PSP.json for PSP_APP. PSP_APP is part of ONT_APP, which is part of SCT_APP.

Motivation and Context

When SCT Empire (ONT_APP) is opened, boundaries appear covering all 3 sectors (Norton, Pomona, and Springs). When SCT Springs Sector (PSP_APP) is open, the default circle appears. This change adds accurate boundaries for Springs Sector.
