Create package #17

Create PyPI package so the app installable from repo.

Bonus: Release the package to PyPI.

Repository is installable. However there is already package django-courses registered in PyPI. I have written to the original author since the package has broken link to the github repository, if it is developed or has been removed.

Depending on the answer will either rename this app or release to PyPI.

Existing package on the PyPI was removed as no one used it.
