Validation of username fails when registering on url with tilde(~). #323

When NoseRub is installed to a personal account, its URL could possibly include 
a tilde(~).
However, in the current version, 0.8.2, 'NOSERUB_VALID_USERNAME' can't match an 
username with 
tilde(~).
I guess validating local usernames only could be a possible solution.
