New Guest users should be taken to Setup Password Responses on first login

What steps will reproduce the problem?
1. Create Guest user
2. As the guest user, login with the password sent to your email
3.

What is the expected output? What do you see instead?
When creating new (regular) users, PWM always takes them to setup security 
questions on the first login (after entering the token).  Guest users should be 
taken to setup security responses on their first login, instead they are taken 
to the standard PWM Self Service menu.

What version of PWM are you using?
1.6.2

What ldap directory and version are you using?
OpenDJ

There is no real difference between guest users and normal users in this 
respect. Whether users must setup their responses is influence by a couple of 
settings, most important are:
* Challenge Policy:  Save Challenge Query Match (Advanced)
* Challenge Policy:  Check Responses Query Match (Advanced)

Check these settings. Otherwise, please send two logs at trace level: one for a 
normal user who has to setup the challenge, one for a guest user.
