Looks like software like Excel is using Regional Settings to set separators, resulting in sht behavior when people are trying to merge my mods with their regulation.bin file. Don't know if Yapped is doing that as well. If Yapped's default delimiter is ";" for everyone then it's good.

But the decimal and thousands thing is bound to cause problems to the people trying to merge mods cause they have no idea of wtf is going on.

Won't credit or name anyone/anything for obvious reasons lol.

I have added this in the latest commit, hopefully it will resolve these issues.
