The license doesn't list all of the UDC plugins that we have modified #134

We need to add the following plugins to the list of modified plugins in our license files.

  1. org.eclipse.epp.usagedata.gathering
  2. org.eclipse.epp.usagedata.ui

I also changed the URL of JCommander to http://jcommander.org/. And, extended the copyright period to 2011. See 4578f197d0893e23cb394cd99eebb6bbee179b25 for more details.
