Extract a feature for CodingTracker from that of CodingSpectator #178

Currently, we have a single Eclipse feature called edu.illinois.codingspectator.feature that lists all of the plugins and feature patches of CodingTracker and CodingSpectator. It would be nicer if we create a feature devoted to CodingTracker and include it in the feature of CodingSpectator. A feature specific to CodingTracker will make the dependencies of CodingTracker clearer.
