Release new update sites.

Created an update site with only the data submission infrastructure of CodingSpectator (issue #346).
Stopped signing the JAR files of the update site (issue #347).
Added the source code of the UDC feature for Eclipse Helios and Indigo (issue #349).
Externalized the strings related to the Subversion repository and dialog messages (issue #345).
