Automate building of Docker images into the GitHub registry. #9

While the project may not be exactly stable, there are already 3rd party images published on DockerHub that are wildly out of date. So one automatically up to date official image of alpha software is still better than those.

This produces images based on the branch and tags.

Push to master branch: tagged as :latest and :master-$hash
Push to any other branch: tagged as :$branch-$hash
Tag a commit and push it: tagged as :$tag

Looking good, if you want to update documentation then the latest image is available as ghcr.io/vetal1977/maxctrl_exporter:latest
