Rename ReadMe file so GitHub renders it correctly #148

Completely aesthetic change but makes the project much more approachable on Github. Other source control interfaces should also render it more pleasingly if they know it contains MarkDown.

I think that this was done in https://github.com/vbuterin/pybitcointools/commit/cfab76259efb45982a42c54d7db3756a61dc60ab. Can this issue be closed?
