I am not sure what's the best solution here. I am just guessing but you might need to do a little more soldering.

Btw how should those soldering pads to be used? What happens if I solder in-out or usb-otg? (Rgb is okay :))
I want to try the UVC camera project from the esp-iot-solution GitHub page. I noticed a few things on the hardware description and assumed this board fell into category ii. I try to give it a go and plug my UVC camera into the USB-OTG port, but the camera doesn't get powered on. I tried to check the output voltage from the USB-OTG but nothing.
Is there a way to make the USB-OTG port deliver 5V DC output? I'm using V1.3, and here is the picture of my board.
