Add Picasa Web support #87

The Google apiclient libraries don't seem to support Picasa Web (it's not event 
listed in the API console). 

I know that I can access my Picasa web albums via the gdata library, but I use 
apiclient for other Google services too, and don't really want do depend on two 
different libraries that overlap in functionality that much.

The google-api-python-client will only support APIs built on the 'new API 
infrastructure', as described in this video:

I can't comment on future APIs and when or if they are coming to the new 
infrastructure.
