Create multilevel key-value registers

• Every twitch channel will have individual user cache
• The channel moderators will have the ability to clear the bot cache for the channel-level key-values

Solution:

• The databases can be flushed by using the !flush command if the user is a moderator
• Only the channel context database is flushed, there is no way of flushing all the databases at the same time!
• Created an individual set for every streamer
