Internationalization + English version #174

Thanks to Adam @osm-uk review, we are close to an internationalized version release. @flacombe If you have a bit of time, can you double-check changes and see if it breaks something on your Enedis instance ?

If everything is OK, we can merge in the coming days.

Wouldn't we better merging #138 before?

Thanks for the revie. I was thinking of merging it after, in both cases there will be conflicts so order doesn't matter. Also, I have to check #138 because of some scrolling in sidebar being present in small screens (smartphones).
