What steps will reproduce the problem?
1. while performing codeUrl if an '&' is in an info_value and info_name is not 
'url' it is coded into the final url 
2.  performing a decode url causes the original info_value to be split at this 
'&'
3.

What is the expected output? What do you see instead?
the youporn icon address is a good example of this.  

What version of the product are you using? On what operating system?
I am on windows 8, xbmc 12.2, videodevil 1.7.62
