There doesn't seem to be a compatible version of WIX for Visual Studio 2019.

Could you please include in the README.md installation steps for the project that don't involve WIX?

Did you install the developer version of WIX? (They crazily insists on using old .NET 2.0 compatible versions, so you need the devs..)
