Uses Stan sampler and math library to semiparametrically fit linear and multilevel models with additive Bayesian Additive Regression Tree (BART) components.
The linker in the Windows ARM64 toolchain does not support the rpath argument, so this PR removes that argument on Windows ARM64 (we do the same thing in Stan upstream)
