Add pip upgrade in Dockerfile #10

When I build the Dockerfile, it kept of on building the wheel for opencv-python. So, this issue is resolved pip upgrade.

Hello @mmuneeburahman can you run train.sh and predict.sh script?. I have couple of error when i try to run those script. I am currently use google colab for my machine learning script, may i know you run on local computer or google colab?
