Set up an "IndexTank" service on ActualBrain #53

I think we should set up an IndexTank service/clone on ActualBrain for Oddit to use, but also for anyone else. Maybe if we localised it for NZ, and say, South East Asia we could provide support.

Who knows, I just want it for Oddit, and someone else may like how we implement it... Go go go @avwave ;-)
