tidy dependency

Description

This PR has two changes to the dependency:

• Bumped google.golang.org/protobuf to v.1.33.0 to eliminate #752
• Use gopkg.in/yaml.v3 instead of v2 to share the same one of indirect dependency, added test case to ensure the use case
