Current VOC/VOI scraping jobs run once in the pipeline – they should be configured to run every day.

Consolidate all 5 VOC rules into one rule
This allows to remove all input dependencies for this VOC rule
As one output, have a dummy daily .done file (output in the status folder) so that the rule triggers every day
