Added addSpecificVariants to update_vocs.py, which specifies variants to add to the VOCList not otherwise caught by the webscraper. Currently adds BA.1 as a VOC for the WHO, CDC, and ECDC (per their inclusions of descendants of Omicron as VOCs). Reran workflow_main and confirmed that BA.1 was added to vocs.json and the VOCList.
