Snapcraft.io snaps for Vector #1050

Similarly to publishing Vector to DockerHub, it might have sense to publish it on Canonical's Snapcraft.

If we do it, initially there could be two channels: stable and edge, with stable containing releases and edge containing nightly builds.

I like this, although I'm unsure how popular Snapcraft is. If it's fairly popular and the effort is low then I'm 👍 .
