Use Cases

• Linux/s390x build is not currently included in the Makefile.
• It would be helpful if s390x build packages are present in https://packages.timber.io/

Proposal

• we should be able to build the s390x image if we type the command make package-s390x-unknown-linux-gnu
• for building rpm package . we should be able to run the command make package-rpm-s390x-unknown-linux-gnu

This can be implemented by adding the required makefile targets just like we did for x86

I'd be happy to see someone take a shot at this if they like. The recent PR for ARM builds could be a good reference: https://github.com/vectordotdev/vector/pull/19192
