This re-enables windows documentation builds. The windows jenkins nodes are now fixed at python 3.9, for running sphinx/ docs target

OK, I dropped the whole revert-of-a-previous-commit from this branch. It now concentrates on pinning the python version to 3.9 on windows jenkins hosts.
