Document the webhook permission #281

I don't think this permission makes much sense (see https://github.com/veda-consulting/uk.co.vedaconsulting.mailchimp/issues/232) but given the amount of people that trip up on it, it should at least be documented.

Great extension though :)

PS. I know see that this was documented here: https://vedaconsulting.co.uk/civicrm-mailchimp. Those installation instructions seem to be more comprehensive, it's true. Might be worth moving them over to and INSTALL.md so they can be kept up to date with the extension more easily, or at least referencing them in the README.md.

PS. The advantage of moving it to the repo is that it can then be published automatically at https://docs.civicrm.org/
