API Error Error: "The requested URL returned error: 400 " - Code: 22 #31

Using CiviCRM 5.44, a new Clickatell account and v2.1 of the extension, no SMS can be sent. We see an API Error:

API Error Error: "The requested URL returned error: 400 " - Code: 22

This extension is still in Civi's list of current extensions. Is it still supported?
