Issue: Optimization and water-quality toolbox when clicked provide no response.
Solution:
We provide a pop-message for the non-implemented toolbox. The optimization when clicked gives the msg, "not implemented yet" or "work in progress". Only short message- no new page opening etc.
Then re-directs to the toolbox page.
