RFC: addition of nl.py #13

Hi Martin,

Ik have translated the language file into dutch, see attachment. If you want I 
can translate the introductory and the about texts too. And I'm preparing some  
small patches, maybe you would consider participation by giving me write 
access? But if you prefer, I could just send you patches by mail or otherwise.
