There are two areas to translate:

Data

For Pokémon/move names, move effect descriptions, etc., add an entry to data/csv/languages.csv and then add rows to individual tables. For example, you can use Czech (ID 10): the games were never translated to Czech, so it has fan translations where available.

Website

That's the hard part; you need some programming. My unfinished work is in an old branch of spline. In many areas (Brazil included, AFAIK), the reader speaks one language (e.g. Portugese) but the games are in another (e.g. English), so there's the concept of “site language” vs. “game_language”. As for translations, there is a project on Transifex. If you need to do an admin action there, I can do it for you. And I'll be happy to hand it over to more active people.
