Create Dockerfile #116

I created a Dockerfile that goes from a base Ubuntu 20.04 image to a fully-configured environment that should be able to clone, compile, and run HIV-TRACE Viz. Note that I haven't tested this one: I based it on the dependencies and commands specified in the README of this repo.
